A vote to pass a bill that prohibits the use of hand-held cell phones while driving.

-Prohibits the use of a cell phone or other electronic communication device by a driver on a public road or highway (Sec. 1). -Makes exceptions when communicating in an emergency situation, such as calls made to 911, a hospital, the fire department, police, or other emergency agency (Sec. 1) -Allows for the use of hands-free attachments or features (Sec. 1). -Prohibits text messaging while driving (Sec. 1). -Requires that a driver be pulled over for another moving violation in order to receive a citation for using a cell phone while driving (Sec. 1).
