Title: Exempting Energy Efficient Projects From Referendum Requirements

Vote to pass a bill that exempts projects for the construction, repair, alteration, or retrofitting of a public building or structure to achieve specific energy efficiency standards from the referendum requirements imposed on political subdivisions when seeking to impose property taxes to pay debt service on bonds or lease rentals on a lease for a controlled project.

Highlights:

-Specifies that in order to be exempted from the referendum requirements, the project must have the goal of achieving one of the following (Sec. 1):

    -Standards for existing buildings under the United States Green Building Council's Leadership in Energy and Environmental Design (LEED) rating system; -The Green Globes Two Globes level; or -An equivalent standard under an equivalent rating system that is accredited by the American National Standards Institute.
