Title: Authorization of Legal Gaming due to Gaming in Bordering States
Vote to pass a joint resolution that submits a constitutional amendment to the voters to allow the Legislature to authorize gaming for the purpose of preventing or curtailing a "serious impediment" to the economic prosperity or social well-being of the state's citizenry that is posed by legal gaming in a bordering state.
-Prohibits the Legislature from authorizing gaming pursuant to this resolution unless the Governor has declared in writing that a relevant threat posed by gaming in a bordering state exists (Sec. 2).
