Vote to pass a bill that appropriates funds and amends certain provisions of the children's health insurance program authorized by the 2008 ballot initiative I-155.

Highlights:

-Appropriates $900,989 in state funds and $1.7 million in federal funds to the Department of Public Health and Human Services for fiscal year 2009 (Sec. 3). -Requires the rules that must be adopted by the Department of Public Health and Human Services in order to implement the program to include limits on the number of requests that may be made by an applicant (Sec. 1). -Allows the rules to provide for an exemption from the active enrollment process based upon an individual showing of parental preference (Sec. 1). -Requires the rules to provide for hardship exemptions to the 3-month waiting period for individuals who were previously covered by private insurance that offers creditable coverage (Sec. 1). -Specifies that the federal government must approve any state plan amendments or waivers that are designed to allow for the receipt of the maximum available federal funds (Sec. 2).
