    - Increases the minimum G.P.A. for students graduating from county colleges and enrolling in a baccalaureate program from 3.0 to 3.25; - Amends the scholarship award, originally set at $2,000 per semester and incrementally increased depending on increases in tuition costs, to $3,000 per semester for students with a G.P.A. between 3.25 and 3.5 and $3,500 per semester for students with a G.P.A. equal to or greater than 3.5; - Prohibits students from receiving the scholarship if their annual family income is equal to or greater than $250,000; and - Specifies that 50 percent of the cost of the scholarships must be paid by the state and 50 percent must be paid by the institution of higher education.
