Vote to pass a bill that increases the value threshold for specific property crimes to reflect inflation, provides additional opportunities for prisoners to receive credit for time served, and reduces the amount of time a qualified prisoner must be subjected to parole upon being released from incarceration.

Highlights:

- Increases the value threshold for theft that may be prosecuted as a felony from $400 to $950 (Secs. 1-31). - Allows prisoners who are not required to register as a sex offender and are not affected by the three-strikes law to earn one day of credit for every day served in a county jail, city jail, industrial farm, or road camp after being sentence to prison, whereas existing law provides for one day of credit for every three days served in such institutions (Sec. 35). - Allows prisoners who are not required to register as a sex offender and are not affected by the three-strikes law to receive an additional four months of credit for each approved inmate program they successfully complete, including drug or alcohol rehabilitation programs, educational programs, vocational programs, or other behavior management or mental health treatment programs (Sec. 35). - Extends the above time credit opportunity for prisoners serving in the conservation camp program (Sec. 38). - Allows parolees who are not required to register as a sex offenders, were not sentenced for a serious or violent felony, and do not have a prior conviction for a serious or violent felony to be discharged after six consecutive months on parole without violation, whereas existing law places all offenders on three years parole with the opportunity for parolees who were not convicted of a violent felony to be discharged after one year without violation (Sec. 43). - States the intent of the Legislature that parole violators who present a lower risk to public safety be given community sanctions, including, but not limited to, community work crews, increased supervision, increased drug testing, home detention, electronic monitoring, day reporting centers, or short-term incarceration (Sec. 44). - Specifies that the enactment of this bill is contingent upon the enactment of either ABx1 2 or SBx1 2 and either ABx1 9 or SBx1 9 (Sec. 56).
