Vote to pass a bill that requires any person or entity seeking to provide cable service or video service in Louisiana to file an application for a state franchise with the secretary of state, which shall include a certification that the applicant agrees to apply with federal and state laws and regulations.

-Exempts governmental subdivisions that have existing home rule charters from any provisions in this bill unless a subdivision elects to follow the new provisions via local ordinances (Sec. 1).
