Title: Energy Efficiency Program

Highlights:

- Requires utilities' energy efficiency program plans (EEPP) to include the following (Sec. 5):

    - energy efficiency programs for all the utility's customer classes - specifications of necessary funding - adequate and cost-effective programs - a plan to administer the programs, which may be done collaboratively with other utilities, state entities or non-profit entities - a plan for independent expert evaluation of each program
- Requires utilities to make an annual statement to their customers indicating the reduction of energy usage in Michigan as a result of the act and encouraging customers to compare their current and previous year's energy usage [Sec. 23 (1)]. - House Bill 5525 is tie-barred to HB 5383, HB 5524, HB 5548, HB 5549, and HB 5972-5977. Unless all are enacted, the bill will not take effect. - Substitute offered by Representative Angerer.
