Title: Reporting Sexual Activity of Minors

Vote to concur with Senate amendments and pass a bill that requires sexual relations by minors to be reported as crimes in certain circumstances depending on the minor's age and the age of the other individual. The bill also makes individuals who falsely report child abuse or neglect liable in civil suits as well as criminally liable.

Highlights:

- Requires the Bureau of Vital Statistics of the State Board of Health, every county health officer, county medical examiner, county medical examiner investigator, coroner, and principal of a primary or secondary school to notify law enforcement if (Senate Amendment 1):

    - a female under the age of 14 has conceived or given birth to a child conceived by a man two or more years older than her; - a female 14 or 15 years old has conceived or given birth to a child conceived by a man who is at least 17 years of age, three or more years older than her, and not her husband
- Requires suspected sexual activity between a minor under the age of 14 and someone two or more years older or a minor between 14 and 16 and someone 17 years old and three or more years older than the minor the be reported regardless of the minor's sex (Senate Amendment 1). - Requires law enforcement to request prosecution within 48 hours for either statutory rape or sexual battery and investigate the alleged molestation (Senate Amendment 1). - Requires school employees to notify the school principle if they suspect statutory rape or sexual battery as described above (Senate Amendment 1). - Requires a physician who performs an abortion on a minor under the age of f14 to preserve fetal tissue for submission to the appropriate state authority (Senate Amendment 1). - Prohibits anyone from assisting or intentionally causing a minor to have an abortion without consent from a parent or legal guardian (Senate Amendment 1).
