- Requires that the Department of Public Health promote and regulate the use of Health Information Technology (sec. 4). - Allows people under the age of 25 or enrolled as full-time students to be covered by their parents insurance (sec. 10). - Requires that by December 31, 2010, every child 12 years or under who receives medical assistance must also receive dental assistance (sec. 19). - Establishes a Medical Assistance Quality Improvement Council that will provide reports on medical assistance satisfaction (sec. 24). - Establishes an Iowa healthy communities initiative grant program in which communities will be rewarded for promoting healthy lifestyles (sec. 25). - Establishes the Governor's Council on Physical Fitness and Nutrition to develop strategies for promoting healthy lifestyles (sec. 26). - Establishes a tax credit plan in which a small business is rewarded for providing wellness programs to their employees (sec. 27).
