Title: Public Employee Collective Bargaining and Teacher Termination Policy
Vote to pass a bill that expands the scope of collective bargaining for public employees.
- Expands the scope of negotiations to include [Sec 7 (1)]: - The establishment, procedures and criteria for assigning work shifts - The determination of the health insurance carrier. - Cash payments for accumulated leave. - Bonus payments. - Frequency, methods, instruments, criteria of evaluations and remedial employee performance plans. - Preparation time. - Class size. - Discipline and discharge, including grounds for discharge and imposition of other discipline measures as well as the procedures for resolving disputes - Work uniforms and equipment - Staffing levels Excludes the following from the scope of negotiations [Sec. 7 (4)]: - All retirement systems except for pension and annuity retirement systems. - Supplemental retirement benefits - Cash payments based on unused leave time and insurance for retired employees. - Discharge for teachers - Requires that if a private meeting pertaining to termination is requested or a teacher requests a meeting and is refused by the board that five adjudicators be appointed to settle the matter. (Sec. 46). - Allows beginning teachers to appeal a decision to adjudicators if the board determines that the teacher failed to demonstrate competence under the Iowa teaching standards. [Sec. 51 (2)].
