Highlights:

- Eliminates additional financial assistance for school districts with 44% or fewer at-risk pupils [Sec. 1 (a)]. - Allocates additional financial assistance for school districts with more than 44% and up to 55% at-risk pupils through a gradated system that decreases funding for districts with fewer at-risk pupils and increases it for districts with more at-risk pupils [Sec. 1(b)]. - Increases additional financial assistance for school districts with more than 55% at-risk pupils [Sec. 1 (c)].
