Vote to adopt a conference report that regulates energy, efficiency, and air pollution measures and limits the powers of the Secretary of Health and Environment.

Highlights:

- Requires the Secretary of Administration to adopt rules and regulations concerning the purchase of products and equipment such as light bulbs, lighting fixtures, appliances, and computers to insure that they meet energy efficiency guidelines and qualify as energy star products (Sec. 3). - Enforces the state policy to protect air quality by following the federal guidelines as stated in the Federal Clean Air Act [Sec. 26, 19b) - Sets a new standard for the measure and control of mercury emissions by affected facilities for a 80% or greater reduction of mercury emissions that will become part of the Kansas Air Quality Act [Sec. 32, 1 and 3c]. - Substitute offered by House Committee on Energy and Utilities on 02/13/2008
