Title: Reducing Greenhouse Gas Emissions

Highlights:

- Limits greenhouse gas emissions in order to achieve the following [sec. 3(1)]:

    - Reduce overall greenhouse gas emissions in the state to 1990 levels by 2020 - Reduce overall greenhouse gas emissions to 25 percent below 1990 levels by 2035 - Reduce overall greenhouse gas emissions to 50 percent below 1990 levels by 2050
- Requires the Department of Ecology to submit a plan to meet emission reduction goals [sec. 3(1)(b)]. - Requires the following producers to report their total cap emissions of greenhouse gases for the previous year starting in 2010 [sec. 5(5)(a)]:
    - Any owner or operator of a fleet of on-road motor vehicles that emit at least 2,500 metric tons of greenhouse gases in the state annually - Any owner of a source that emits at least 10,000 metric tons of greenhouse gas in the state annually
- Adopts goals to reduce annual per capita vehicle miles traveled [sec. 8(1)]:
    - Decrease the annual per capita vehicle miles traveled by 18 percent by 2020 - Decrease the annual per capita vehicle miles traveled by 30 percent by 2035 - Decrease the annual per capita vehicle miles traveled by 50 percent by 2050
- Establishes an initiative to increase the number of clean energy jobs to 25,000 by the year 2020 [sec. 9(1)]. - Voids the bill if specific funding is not provided by June 30, 2008 (sec. 15).
