Title: Clean Fuels and Energy Independence Act

Vote to pass a bill that requires the use of biodiesel and ethanol in transportation fuels.

Highlights:

- Requires that all diesel fuel sold in the state contain 2% biodiesel by volume (BBV) when in-state production is at least 30 million gallons a year, 5% BBV when in-state production is at least 75 million gallons a year, 10% BBV when in-state production is at least 150 million gallons a year and when vehicle manufacturers “recognize warranties associated with the use of biodiesel blends 10% or greater,” and 20% BBV when in-state production is at least 300 million gallons a year and when vehicle manufacturers “recognize warranties associated with the use of biodiesel blends 20% or greater (sec. 4).” - Allows for the use of diesel derived from coal liquefaction if “the fuel's carbon emissions are fully offset (sec. 4).” - Requires that all gasoline sold in the state contain at least ten percent ethanol by volume, conditional upon in-state ethanol production and certification by the Department of Transportation that infrastructure exists “sufficient to accommodate the distribution is in place Statewide (sec. 5).” - Provides exceptions for aviation fuel (sec. 4, 5).
