Vote to pass a bill that restricts the ability of a city to annex unincorporated areas.
Highlights:
- Allows a city to annex territory that is completely surrounded by the citys corporate boundaries and bodies of water (sec. 1). - Prohibits cities from annexing areas completely surrounded by water. Prohibits cities from annexing territories when the area is outside of the city itself but 25 percent (or more) of the perimeter is surrounded by incorporated roads (sec. 1). - Requires a city to wait at least three years before an annexation becomes effective (sec. 1).
