Highlights:

- Establishes a $500 fine, in addition to local jurisdiction penalties, for owning or possessing a cat or dog over four months old that has not been spayed or neutered. Includes exception for professional breeders and show dogs (Sec. 2) - Establishes that if a California Licensed Veterinarian indicates that spaying or neutering the cat or dog is unsafe due to a health condition or age, the owner must submit a letter from the veterinarian within 75 days (Sec. 2) - Provides complete exemption to guide dogs, signal dogs, and service dog programs that are officially licensed by the State of California (Sec. 2) - Establishes that local animal control agencies are responsible for enforcement (Sec. 2)
