-Creates the positions of an Executive Director to manage the day-to-day affairs of the Department and a Chief Highway Engineer to implement the Statewide Transportation Improvement Program (STIP) (sec. 3).
-Establishes a ten-member Joint Transportation Review Committee appointed by members of the legislature to screen the governors appointees to the Department of Transportation Board (sec. 4).
