Vote to pass a bill that allows counties and municipalities to pass ordinances restricting the use of fireworks.

- Forbids counties and municipalities from limiting the use of fireworks during certain times (sec. 2):
    - 5 p.m. to 11 p.m. on July 2, 3, 5, 6, and 7 - 10 a.m. to midnight on July 4 - 10 a.m. on December 31 to 1 a.m. on January 1 - 10 a.m. to 11 p.m., January 1
- Appropriates funds from the public safety fee on fireworks to the Department of Homeland Security (sec. 3):
    - 50 percent of the funds towards volunteer fire departments - 25 percent towards public service providers or advanced training programs - 25 percent towards the disaster relief fund
