Vote Smart's Synopsis:

Highlights:
- Requires that a certified peace officer verify a violation recorded by a traffic-control signal monitoring device (TCSMD) before a citation can be issued (sec. 1). - Prohibits counties and municipalities from operating TCSMDs without performing a traffic engineering study of that intersection to determine if alternatives will reduce accidents or red light violations (sec. 2). - Requires that yellow and red light durations not be decreased during the operation of a TCSMD (sec. 3). - If a county or municipality fails to make the required report to the Department of Transportation concerning the use of TCSMDs, then all revenues from the operation of the TCSMDs will be sent to the general fund of the state and not be made available to the county or municipality until they submit their report (sec. 5). - Requires counties and municipalities to send 75% of the net revenue to the general fund of the state “with the intent that… [the money] be used to fund a trauma care system…” (sec. 6).
