Vote to pass a bill that allows local school districts to establish prekindergarten programs.

Highlights:

- Allows school boards to establish a voluntary prekindergarten program for children who are at least 4 years old by September of the year they enroll (sec. 2). - Forbids school boards from using funds appropriated for K-12 education or early childhood special education to fund prekindergarten programs (sec. 4). - Requires school boards to match ten percent of grant money that is allocated towards prekindergarten programs (sec. 4, 5). - Provides standards school boards must meet to receive state funding including an application process that favors families with lower income levels, classroom sizes of twenty children or less, and at least one adult per every ten children (sec. 5).
