-Prohibits the selling or purchasing of fetal tissue and attempts at human cloning (Sec. 2).

Vote to pass a bill that provides public funding for human embryonic stem cell research.
- Permits the University of Minnesota to spend state-appropriated funding on stem cell research [sec. 1]. - Permits research involving human embryonic stem cells, human embryonic germ cells, and human adult stem cells from any source, including somatic cell nuclear transplantation [sec. 2.1]. - Prohibits human cloning as part of permitted stem cell research [sec. 2.1]. - Provides patients undergoing fertility treatments with the following options: storing the embryos, donating the embryos to an individual, discarding the unused embryos, or donating the remaining embryos for research [sec. 2.2].
