Title: Popular Vote Presidential Election

Vote Smart's Synopsis:

A vote to pass a bill to elect the President of the United States by national popular vote.

Highlights:

- Requires the chief election official for each state to add together the votes for each presidential candidate in each state to create a “national popular vote total” [art. III]. - Requires that each chief election official for each state designate the presidential candidate with the largest national popular vote the “national popular vote winner” [art. III]. - Requires the chief election official for each state to cast their state's electoral votes for the national popular vote winner, unless there is a tie, in which case they would use the popular votes in their state as the determining factor in casting their electoral votes [art. III]. - Stipulates that this agreement will go into effect once states with a majority of the electoral votes enact this legislation [art. IV].
