Vote to pass a bill that would establish a fund for the environmental cleanup and protection of the Chesapeake and Atlantic bay areas funded by fees on new development.

Highlights:

-Applies the fee to the construction of new buildings, dwelling units, roads, parking lots, and driveways to fund the Chesapeake and Atlantic Coastal Bays Green Fund (Sec. 1). -Applies a fee of $0.50 per square foot on residential impervious surface development, and $1.00 per square foot for commercial/industrial impervious surface development (Sec. 1). -Allows fees to be reduced when builders incorporate "environment site design techniques on-site," such as green roofs, tree-box filters, or the creation of environmental 'buffer areas' to control runoff (Sec. 1). -Excludes additions to existing homes, buildings that are part of an agricultural business, and gravel surfaces (Sec. 1). -Establishes a Chesapeake Bay Green Fund Oversight and Accountability Committee (Sec. 1). -Requires local governments to submit and report all impervious surface fees collected on a quarterly basis (Sec. 1).
