Title: Felon Voting Rights

Vote Smart's Synopsis:

Vote to pass a bill proposing a constitutional amendment that allows felons to vote after completing their criminal sentences.

Highlights:

- Excludes felons convicted of crimes involving murder, electoral bribery, or sexual contact with a minor from automatic restoration of voting rights and instead upholds current laws requiring them to seek an executive pardon [sec 2 (1)]. - Delays restoration of voting rights for felons until the parole period has ended except in cases of executive pardon [sec 2 (1)].

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.

NOTE: THIS IS A SUBSTITUTE BILL, MEANING THE LANGUAGE OF THE ORIGINAL BILL HAS BEEN REPLACED. THE DEGREE TO WHICH THE SUBSTITUTE BILL TEXT DIFFERS FROM THE PREVIOUS VERSION OF THE TEXT CAN VARY GREATLY.
