- Prohibits governors from pardoning themselves [sec 1]. - Requires the pardoned to provide written notice of acceptance or rejection [Sec 1]. - Necessitates the filing of an application by individuals convicted of an offense before a pardon may be granted [sec 1]. - Requires ratification by the citizens of Kentucky [sec 2]. - Requires that an individual must be charged with, convicted of or liable for an offense before applying for a pardon [sec. 2].
