Highlights:

- Establishes the office of the Chief Negotiator to bargain on behalf of public employers [sec. 1(4-15-1.8-3.5)(a)]. - Establishes a five member public employee relations board (PERB) [sec. 3(4-21.5-2-7)(1)]. - Prohibits employers from restraining employee rights, interfering in employee organizations, and discrimination employee legal actions (sec. 5(5-31)(11)(1)(a)]. - Prohibits employees and employee organizations from restraining employer or other employee rights, refusing to bargain collectively with the employee, and picketing that interferes with any entrances or exits of the employers facility (sec. 5(5-31)(11)(2)(a)]. - Allows for negotiations of wages and conditions [sec. 5(5-31)(12)(4)(a)]. - Applies the Grievance Procedure [sec. 5(5-31)(15)(1-4)].
