• Establishes a statewide, multidisciplinary task force to design a model for implementing Family Recovery Plans to help pregnant individuals who have been diagnosed with substance use disorders (Sec. 1-5).

• Specifies that these plans are required under both state and federal law (Sec. 1-5).

• Increases opportunities to preserve the family, and to address maternal mortality (Sec. 1-5).

• Requires state promotion of the safety of pregnant and postpartum people, infants and children, and families (Sec. 1-5).
