Establishes the Alabama Gambling Commission and Alabama Lottery Corporation and lays out the nuts and bolts of gaming licensing moving forward (Sec. 1-11).
Authorizes the following license structure for 7 electronic gaming locations, including that they (Sec. 1-11):
Must meet suitability
10-year license ranging from $15-30 million per license
Option of a 15-year license with $100,000,000 capital investment
Option of a 20-year license with $200,000,000 capital investment
Tax rate of 24% for the first five years, then subject to adjustment by the Alabama Gambling Commission, not to exceed 28%
All gambling proceeds for general fund-related expenses are subject to annual appropriation.
Requires that all lottery proceeds benefit education through last-dollar scholarships for the following, including (Sec. 1-11):
2 and 4-year higher education institutions;
Dual enrollment; and
Retiree bonuses that are subject to annual appropriation.
Specifies that the provisions of this bill shall become effective June 1, 2024, following passage and approval by the Governor (Sec. 12).
