Title: Requires Individuals Involved in Offshore Wind Energy Projects Meet Certain Labor and Supply Chain Standards

Vote to pass a bill that requires individuals involved in an offshore wind energy or port project meet certain labor and supply chain standards in the state of Oregon.

Highlights:

  • Requires the policy of the state of Oregon to support ongoing engagement between offshore wind energy developers and the following (Sec. 1): 

    • The Southwestern Oregon Workforce Investment Board; 

    • The Oregon International Port of Coos Bay; 

    • The Port of Brookings Harbor; and

  • Establishes the Department of Land Conservation And Development shall develop an Offshore Wind Roadmap to design standards to be considered in the processes related to offshore wind energy development. (Sec. 1). 

  • Authorizes the protection of tribal cultural and archaeological resources that are culturally significant viewshed and other interests of Indian Tribes (Sec. 3). 

  • Establishes the department may solicit and accept gifts, grants, donations, and other money from public or private sources to cover the costs of creating offshore wind energy workforces (Sec. 3). 

  • Requires any developer or contractor that is involved in the construction, operation, or maintenance of a covered project to (Sec. 8): 

    • Register with the State Apprenticeship and Training Council to provide on-the-job training opportunities; 

    • Establish and execute a plan for outreach and retention of women, minority individuals, and veterans; and

    • Pay wages to workers who perform work on the covered project that is no less, or greater than: 

      • The living wage for the locality region; 

      • The prevailing rate of wage specified under the Service Contract Act; or

      • The wage is specified under an applicable collective bargaining agreement. 

  • Requires the developer or contractor to periodically submit proof of compliance, a copy of an executed workforce development agreement (Sec. 8).

  • Establishes the agreements that must be signed and contracted to be considered per the executed workforce development agreement (Sec. 8). 

  • Authorizes the act to take effect upon passage (Sec. 13).
