Title: Establishes a Fund to Help the Electronic Chip Industry
Vote to pass a bill that establish a fund to help the electronic chip industry in the state of Oregon.
Establishes that the Higher Education Coordinating Commission shall allocate money from the Semiconductor Talent Sustaining Fund to provide education, training, and research to assist the semiconductor industry in (Sec. 1):
Propelling industry innovation productivity; and
Providing careers for technically certified residents.
Specifies the allocations that the commission shall consider (Sec. 1).
Expands on the Semiconductor Talent Sustaining Fund and where it shall be credited from (Sec. 2).
Requires the program to be admitted by the department and the Governor (Sec. 6).
Establishes that the program grants and loans be treated by the United States Secretary of Commerce as covered incentives for purposes of the federal semiconductor financial assistance program (Sec. 6).
Specifies that regardless of whether a business’s application for federal semiconductor financial assistance is approved (Sec. 6) :
The development of a site for a semiconductor or other manufacturing facility to include but not be limited to the aggregation land;
Research and development with respect to semiconductors; and
Parenting with institutions of higher education.
Authorizes the act to take effect on the 91st day after the date on which the 2024 regular session adjourns (Sec. 8).
