Title: Establishes a Plan for the Education of Students who are Immigrants
Vote to pass a bill that establishes a plan for the education of students who are immigrants in the state of Oregon.
Defines “plan student” as a student enrolled in early childhood through post-secondary education who (Sec. 1):
Is an asylum seeker, refugee, or immigrant regardless of status and as identified by the State Board of Education by rule; and
Has experienced disproportionate results in education due to historical practices.
Requires the Department of Education to develop and implement a statewide education plan for plan students (Sec. 1).
Establishes an advisory group which shall advise the Department of Education regarding:
Development and implementation of the plan;
Eligibility criteria, applicant selection processes
Adoption of rules by the State Board of Education
Specifies that the plan will accomplish the following (Sec. 1):
Increase parental engagement in the education of plan students;
Increase the engagement of plan students in educational activities, before and after school;
Increase early childhood education readiness plans for students;
Improve literacy;
Support transitions from elementary to middle school, to high school;
Support culturally responsive pedagogy; and
Support culturally responsive curriculum;
Specifies criteria for members who shall form an advisory group (Sec. 2).
Requires the Department of Education to submit a biennial report concerning the progress of the plan development (Sec. 2).
Authorizes a $2 million increase in the Statewide Education Initiatives account (Sec. 4).
