Vote to pass a bill that establishes a plan for the education of students who are immigrants in the state of Oregon.

Highlights:

• Defines “plan student” as a student enrolled in early childhood through post-secondary education who (Sec. 1): 

• Is an asylum seeker, refugee, or immigrant regardless of status and as identified by the State Board of Education by rule; and 

• Has experienced disproportionate results in education due to historical practices. 

• Requires the Department of Education to develop and implement a statewide education plan for plan students (Sec. 1). 

• Establishes an advisory group which shall advise the Department of Education regarding: 

• Development and implementation of the plan; 

• Eligibility criteria, applicant selection processes 

• Adoption of rules by the State Board of Education

• Specifies that the plan will accomplish the following (Sec. 1): 

• Increase parental engagement in the education of plan students; 

• Increase the engagement of plan students in educational activities, before and after school;

• Requires the Department of Education to submit a biennial report concerning the progress of the plan development (Sec. 2). 

• Authorizes a $2 million increase in the Statewide Education Initiatives account (Sec. 4).
