Vote on a motion to waive the Budget Act to allow for adoption of an amendment that increases funding for the Veterans Health Administration in order to account for inflation and changes in the number of veterans using the health services.
- Establishes all future discretionary appropriations for the Veterans Health Administration at the current FY 2005 discretionary funding level and creates a formula that adjusts for inflation and changes in the number of veterans using the health services.
- Creates a separate formula for all future mandatory appropriations for the Veterans Health Administration based on obligated FY 2004 funding levels.
NOTE: A MOTION TO WAIVE THE BUDGET ACT, IF ADOPTED, TEMPORARILY SETS ASIDE A SPECIFIC PROVISION OF THE BUDGET ACT OF 1974 SO THAT AN AMENDMENT THAT VIOLATES THE ACT MAY BE CONSIDERED. A 3/5 MAJORITY IS REQUIRED FOR ADOPTION.
