Title: Establishes Hemp Regulations and Penalties

    • Distributed, exported, imported, and offered for sale to be introduced to the human body.

  • Prohibits a person from engaging in the retail sale of consumable hemp products without being registered with the Department of Health and Human Services (Sec. 6). 

  • Establishes a civil penalty of not more than $10,000 for the sale of consumable hemp products without registration (Sec. 10). 

  • Prohibits the selling, giving, or distributing of a consumable hemp product to a person under 21 years of age (Sec. 12).

  • Requires that any person under the age of twenty-one who consumes, possesses, purchases, or attempts to purchase to be in violation of this act and deserving of a civil penalty (Sec. 1) 

  • Specifies the court sentencing hours passed on the violation (Sec. 13). 

  • Prohibits the sale of alcoholic beverages containing tetrahydrocannabinol (without holding a license, permit, or certification of compliance (Sec. 18).
