Highlights:

  • Establishes the following as criteria for offenders sentences to be considered “good time” (Sec. 1): 

    • An offender convicted a fourth or subsequent time of nonviolent felony offenses; 

    • Sentenced to imprisonment for a state number of years or months; and

    • Completed sentences in good behavior and performance of work or self-improvement activities. 

  • Authorizes the Secretary to establish regulations for awarding good time and determine when good time has been earned toward diminution of sentence (Sec. 1). 

  • Requires the diminution of sentence to be at a rate of 13 days for every 7 days in actual custody served on the imposed sentence (Sec. 1). 

  • Prohibits diminution of a sentence if an inmate in custody is an offender in a parish prison or in the custody of the Department of Public Safety and Corrections (Sec. 1).

  • Establishes that a person convicted in the death of a victim killed in the line of duty as a peace officer for a rate of one day for every 30 days in custody (Sec. 1). 

  • Specifies the following criteria as required for the Department of Public Safety and Corrections annual report: 

    • The name and offender number; 

    • The date of release of the offender; 

    • The offense for which the offender was incarcerated at the time of his release; 

    • Whether the offender obtained a GED certification or completed a literacy program before being released; and

    • Any information relative to juvenile offenders. 

  • Authorizes this act to be effective upon signature by the governor (Sec. 2).
