Increases penalties and sentencing guidelines for juvenile offenders in Louisiana (Sec. 1).
Specifies that juveniles confined in a secure placement shall be eligible for modification after 24 months or if the disposition is less than 36 months (Sec. 1).
Specifies requirements for modification of disposition including the following (Sec. 1)

Self-improvement criteria;
