• Defines “child” to mean any person who under the age of 21, including emancipated minors, who commits a delinquent act on or after July 1, 2020, until April 19, 2024 (Sec. 1). 

• Establishes the aforementioned “delinquent act” must occur before the person attains 18 years of age to be considered a “child” (Sec. 1). 

• Authorizes the effective date as the day following April 19, 2024 (Sec. 1).
