Vote to pass a bill that requires public libraries to adopt policies governing the selection and reconsideration of library materials, and amend the provisions governing the confidentiality of library records for library users over 12 years of age in the state of Vermont.

Highlights:

• Establishes that access to public libraries with diverse collections of literature is essential to the enlightenment and education of the citizens of Vermont (Sec. 1).

• Defines several terms relating to libraries and other literary materials (Sec. 1). 

• Establishes regulations around library contracts with publishers and other distributors (Sec. 2).

• Requires public libraries to adopt policies that comply with the First Amendment and civil rights and anti-discrimination laws. (Sec, 4).

• Authorizes the creation of model policies for libraries (Sec, 5).

• Establishes 2 full-time public library coordinators and 1 full-time school library coordinator to ensure compliance (Sec, 7).

• Establishes public libraries as protected places under state law (Sec, 9).
