• Requires any owner or person with lawful possession of a firearm who loses their firearms or suffers theft to report the facts and circumstances to the local law enforcement agency where the loss or theft occurred, within 24 hours (Sec. 1). 

• Establishes the report must include: the firearm caliber, make, model, manufacturer, serial number, and any other distinguishing feature (Sec. 1).
