Title: Endangered Species Amendment

Vote to adopt an amendment that reauthorizes the Endangered Species Act of 1973 through 2010 and alters several definitions to broaden the range of the act.
- Redefines "jeopardize" to mean any actions that directly or indirectly make a threatened or endangered species "less likely" to recover to the point where it does not need protection (Sec. 3).
- Specifies a list of criteria and factors the Secretary of the Interior shall use to determine whether or not a species should be classified and categorized as "endangered or threatened" (Sec. 4).
NOTE: THIS IS A SUBSTITUTE AMENDMENT, WHICH REPLACES THE ENTIRE TEXT OF THE LEGISLATION WITH A NEW TEXT. THE DEGREE TO WHICH THE SUBSTITUTE BILL TEXT DIFFERS FROM THE PREVIOUS VERSION OF THE TEXT CAN VARY GREATLY.
