  • Specifies that post-secondary institution of education and employees of post-secondary institution of education are not held liable for damages to student-athletes ability to exercise the student-athletes students rights due to any decision made by the post-secondary institution: 

    • That is taken in the course of intercollegiate sports; 

    • That is part of identifying, facilitating, or supporting opportunities for student-athletes to exercise their rights.

  • Requires any person who produces an intercollegiate sports team jersey, video game, or trading card for the purpose of profit to make a royalty payment to each student-athlete for use of their name or image (Sec. 2). 

  • Establishes the act effective on its passage (Sec. 4).
