Title: Establishes Regulations for Legal Psilocybin Use

Vote to pass a bill that establishes regulations for the consumption of psilocybin mushrooms in a legal medicinal setting in the state of Arizona.

Highlights:

  • Establishes legal regulations for the consumption of psilocybin mushrooms in a legal medicinal setting in the state of Arizona (Sec. 1).

  • Authorizes the Department of Human Services (DHS) to license psilocybin-assisted therapy centers in the state, where trained facilitators could adminster the psychedelic (Sec. 1).

  • Expands existing state research-focused psychedelics law and appropriates $5 million in annual funding to support future studies into psilocybin therapy (Sec. 1).

  • Establishes the Arizona Psilocybin Advisory Board, comprised of members appointed by the following, including (Sec. 1):

    • State legislature;

    • The state attorney general’s office and DHS;

    • Military veterans;

    • First responders;

    • Scientists with experience in psilocybin research; 

    • Licensed physicians; and

    • An enrolled member of a Native American tribe with experience in psilocybin use.

  • Requires that by July 1, 2025 and each year thereafter the aforementioned advisory board shall submit an annual report on teh status of medicinal, psychologica, and scientific studies into the safety and efficacy of psilocybin as well as a long-term strategic plan on ensuring that psychedelic-assisted therapy remains safe, accessible, and affordable to individuals 21 and older (Sec. 1).

  • Requires that Medical directors of psychedelic-assisted therapy centers would need to complete at least 132 hours of training under an approved program, which would need to involve lessons on the historical and traditional use of psychedelics, safety and ethics, facilitation skills and preparation, administration and integration (Sec. 1).

  • Specifies that DHS will need to start accepting applications for psychedelics centers by January 1, 2026 and would need to promulgate rules for the program, but would be barred from requiring specific eligible conditions for participation in psilocybin services (Sec. 1).

  • Specifies that regulators could also license psilocybin centers that are carrying out clinical trials into the psychedelic that could lead to a Food and Drug Administration-approved drug (Sec. 1).
