Vote Smart's Synopsis:

Vote to pass a bill that prohibits public funding for gender transition procedures in the state of Idaho.

Highlights:

• Establishes that medical procedures, when used for the purpose of altering the appearance of an individual that is inconsistent with the individual's biological sex have harmful effects including lifelong sexual dysfunction (Sec. 1). 

• Authorizes “exempted surgical operations or medical interventions”  under the following circumstances (Sec. 2)

• It’s necessary to the health of the person; 

• Performed by a licensed medical practitioner; 

• For the treatment of an infection that has been exacerbated by the performance of gender transition procedures; and

• Performed with the good faith medical decision of an individual born with a medically verifiable genetic disorder.

• Prohibits a surgery from being performed on a minor or adult for the purpose of altering the appearance of an individual to affirm the individual's perception of a sex that is inconsistent with their biological sex (Sec. 2). 

• Prohibits funds from being granted, paid, or distributed to any entity, organization or individuals for the subsidy of a surgical operation intending to alter an individual's biological sex (Sec. 2). 

• Requires Idaho medicaid programs to follow a no reimbursement policy and prohibits them from providing any coverage on surgical operations that are consistent with the aforementioned (Sec. 2). 

• Prohibits state property, facility, or building to be used to provide surgical operations of an individual intending to alter their biological sex (Sec. 2). 

• Establishes that any intentional violation of the provisions by a public officer or public employee shall be considered a misuse of public money (Sec. 2). 

• Establishes the effective date as July 1, 2024 (Sec. 5).
