Title: Prohibits New South Kansas City Landfill Proposal

Vote to pass a bill that prohibits a new south Kansas City landfill proposal in the state of Missouri.

Highlights:

  • Prohibits any person from operating a solid waste processing facility or waste disposal area without obtaining an operating permit from the department (Sec. 1). 

  • Establishes that permits are prohibited from being issued for sanitary landfills located in flood areas (Sec. 1). 

  • Requires that before a person may apply for or obtain a permit to construct a waste disposal area they must complete the following (Sec. 1): 

    • A preliminary site investigation and preliminary approval from the department; 

    • Plan a detailed surface and subsurface geologic and hydrologic investigation;

    • Submit evidence of financial responsibility; 

    • Demonstrate compliance with all applicable local planning and zoning requirements; and 

    • Reimburse the department for all reasonable costs incurred by the department up to a minimum of four thousand dollars. 

  • Authorizes the department to review the information and determine within sixty days of the receipt, whether it complies with the rules and regulations of the department (Sec. 1).
