Title: Amends Eligibility Requirements for the Federal Child Care Tax Subsidy Program

Vote to pass a bill that amends eligibility requirements for the federal child care tax subsidy program in the state of Nebraska.

Highlights:

  • Establishes that if a family’s income exceeds 158% of the federal poverty level before October 1, 2026 or 139% after October 1, 2026 then the family shall receive transitional child care assistance (Sec. 1). 

  • Requires that once a family’s income exceeds 85% of the state median income they will no longer receive child care assistance (Sec. 1). 

  • Establishes the amount of child care assistance to be based on a cost-shared plan between the recipient family and the state (Sec. 1). 

  • Specifies that if the available amount of funds for child care is insufficient to pay then funds provided to the state for the Temporary Assistance for Needy families program may also be used (Sec. 1). 

  • Prohibits any general funds from being used to pay the costs to the state, other than administration costs (Sec. 1). 

  • Requires the department to develop a fixed-rate schedule for the state or a fixed-rate schedule for an area of the state applicable to each child care program category (Sec. 1). 

  • Establishes the schedule to provide separate rates for infants, children with special needs or disabilities and those with a technological dependence (Sec. 1).
