Vote to concur with house amendments and pass a bill that repeals front facing license plate requirements in the state of Utah.

Highlights:

• Repeals Requirement for the DMV to issue two license plates in most circumstances (Sec. 1). 

• Repeals the requirement for an owner of a vehicle to display a license plate on the front of a vehicle (Sec. 1). 

• Repeals the requirement for two registration decals for both the month and year,  and consolidates the registration information into one decal on the vehicle (Sec. 1). 

• Requires a license plate design or redesign to be approved by the License Plate Design Review Board (Sec. 1). 

• Requires an additional fee for personalized license plates in Utah (Sec. 1). 

• Authorizes  the Motor Vehicle Division to use funds in the License Plate Restricted Account for certain additional purposes concerning license plate changes (Sec. 1). 

• Requires an institution of higher education to design the collegiate special group license plate for the institution, subject to approval by the license plate design (Sec. 1). 

• Requires a person applying to create a new sponsored special group license plate to pay an additional fee to cover the costs of designing and administering the new license plate (Sec. 1). 

• Requires the Motor Vehicle Division to transition to central distribution of license plates (Sec. 1). 

• Amends certain design characteristics of license plates regarding embossing (Sec. 1). 

• Prohibits a license plate cover and prohibits a license plate frame that obscures the license plate number or decals (Sec. 1). 

• Requires $1 from certain license plate fees to be deposited into the Motor Vehicle Safety Impact Restricted Account (Sec. 1).. 

• Authorizes law enforcement to use license plate reading technology to access information in the Utah Criminal Justice Information System for certain purposes (Sec. 1). 

• Authorizes rulemaking authority to the State Tax Commission related to license plate administration (Sec. 1).
