Title: Appropriates Taxpayer Funds Towards Construction Costs for a New Major League Baseball Stadium
Vote to pass a bill that appropriates taxpayer dollars toward helping to build a Major League Baseball stadium in the state of Utah.
Establishes the Utah Fairpark Area Investment and Restoration District (Sec. 1).
Establishes the District's powers and duties (Sec. 1).
Establishes the district's boundaries (Sec. 1).
Establishes a board to govern the district and set out the board membership
Establishes the following taxes (Sec. 1):
Energies sales and use tax;
Telecommunications license tax;
Transient room tax;
Resort communities sales and use tax;
Additional and supplementary resort communities sales and use tax; and
Establishes an increase in the car rental tax (Sec. 1).
Specifies that state-owned land within the district is subject to privilege tax (Sec. 1).
Expands a prohibition on the imposition of certain impact fees within the district boundary (Sec. 1).
Specifies that enhanced property taxes are to be paid to the district and to the host municipality (Sec. 1).
Specifies how the money is supposed to be used (Sec. 1).
Authorizes the district to adopt one or more project area plans, including a project area, with the consent of the property owner, for the development and construction of a qualified stadium (Sec. 1).
Establishes a maximum for district contributions for the development and construction of a qualified stadium (Sec. 1).
Requires the district to receive certain state sales tax revenues generated from transactions within the district sales tax area (Sec. 1).
Authorizes the district board to approve loans from an infrastructure loan fund (Sec. 1).
