• Authorizes a public power district to purchase, hold, sell, and lease personal property and real property necessary for its business (Sec. 1).

• Prohibits any district from selling household appliances at retail if the retail price exceeds fifty dollars (Sec. 1). 

• Establishes that public power districts may sell, lease or license dark fiber (Sec. 1)

• Prohibits public power districts from providing signal descrambling or decoding devices or satellite programming to any location (Sec. 1).
