• Expands culpability requirements for firearms trafficking offenses and violations of regulatory provisions relating to firearms in the state of New Jersey (Sec. 1).

• Specifies that a licensed firearms dealer shall be guilty of a second degree felony crime with a minium prison sentence of 18 months if they sell or transfer a firearm to an individual when they reasonbly should know that they intends to sell, transfer, or assign the firearm to another indivdual who is disqualified from possessing a firearm under state or federal law (Sec. 1).

• Defines “reasonably should know” for the purposes of this bill to mean when an indidivual should know a fact when, under the circumstances, an individual of reasonable prudence and competence would ascertain or know the fact (Sec. 1).

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the governor (Sec. 2).
